Open burning is prohibited county-wide during fire season and is banned in the local Air Quality Maintenance Area from Nov. 1 through Feb. 28 due to health concerns about smoke particulates being trapped by stagnant air. The AQMA encompasses a large swath that includes Eagle Point, Central Point, Medford, Jacksonville, Phoenix, Talent, Ashland and the Emigrant Lake area. Due to a hot, dry summer and numerous wildfires, fire season didn't end in Jackson County until Wednesday. Under normal regulations, most people wanting to burn woody debris would have had only Wednesday through Saturday to burn, because Sunday is Nov. 1, the start of the no-burn period in the AQMA. Commissioners on Wednesday passed an emergency ordinance allowing county residents to burn woody debris until Nov. 15. "Traditionally, stagnant conditions that allow rapid accumulations of smoke seldom occur in early November, therefore the risk of violating air quality standards is low," said Jackson County Administrator Danny Jordan. Other restrictions on burning remain in effect. Open or barrel burning is banned throughout Jackson County when the ventilation index shows smoke will not blow out of the area. Medford, Jacksonville, Phoenix and Talent ban open or barrel burning inside their city limits. Ashland allows the practice only with a permit when people are burning wildfire fuels or noxious weeds in the city's wildfire hazard zone. Burning of many materials, including wet garbage, plastic, food service remnants or anything that emits dense or noxious smoke is banned county-wide. Ashland and Jackson County encourage alternatives to burning to deal with woody debris, including taking materials to Biomass One in White City, using garbage company yard debris pick-up services or taking part in the Jackson County Leaf Exchange Program.
