In federal court in Portland, Joseph O'Shaughnessy admitted to conspiring with others to prevent Interior Department employees from working at the Malheur National Wildlife Refuge near Burns. Assistant U.S. Attorney Craig Gabriel said prosecutors will recommend O'Shaughnessy be sentenced to a year in prison, but it will be served at the same time he's serving his punishment in the Nevada case. Prosecutors in Nevada have described him as a mid-level organizer of a 2014 confrontation with federal agents at Cliven Bundy's ranch.
