We prepared ours son's forms and sent them in. It has been three months now — are there any reasons for additional delays we haven't heard about. Should we be concerned? — Deb R., Central Point Even in the digital age, the mounds of paper are piled high at the Oregon Department of Revenue, we're told. Spokesman Bob Estabrook said there are a variety of factors conspiring to delay processing of some forms and refunds. More attention is given to detecting fraudulent returns, adding to processing time. "There are things our system flags for review for potential fraud," Estabrook said. "Especially with paper returns, we see a higher incidence of math errors or people forgetting to include information. Even little things, such as the kicker, are causing more returns to get suspended, requiring review by staff before they can through the system." The kicker rebate is based on how much income you paid the previous year and has created some confusion. "People forgot to include the kicker or miscalculated, even when it sounds like small, easy things." The processing time in general is in line with most years, but returns needing manual review take longer. "We're not talking about a huge number of folks, but if you're in that category, you're not interested in what happened to the other 1.9 million returns.
