The original Alba Village development was sidetracked, stalled and redrawn before its new owners went forward with the initial 80,900 square feet filled by the likes of REI, Trader Joe's, Petco and Ulta in 2012. Regency Centers, based in Jacksonville, Fla., submitted plans this month for the second of four master-planned project phases, with nearly 179,000 square feet of leasable commercial space on 17.81 acres, more than double the first phase. Multiple telephone calls and emails to Regency Centers' Portland office and its leasing firm, New & Newville Real Estate Services, were not returned. Regency now operates 319 retail properties encompassing more than 42.8 million square feet. The publicly traded real estate investment firm has developed 219 shopping centers since 2000, spending more than $3 billion. Although the city approved Northgate Marketplace's master plan in 2011, it left the door open to amendments, requiring public hearings and additional approvals, said Desmond McGeough of the city planning staff. "Because the project was so large, the City Council desired oversight if there were changes as development went along," McGeough said. "If there was deviation from the master plan, it would require an amendment. But this is very consistent with the plan for the entire area." Plans for Phase 2 call for a 90,000-square-foot anchor building, larger than the combined floor space of the original development on the northwest corner, near the intersection of Highway 238 and North Central Avenue. McGeough indicated there likely will be two tenants for the anchor building. In addition, there are two 25,000-square-foot buildings and a 6,000-square-foot building for smaller shops with one continuous facade. There are also five spaces for restaurants and stores away from the main edifice. Costco last spring had considered building a new, larger store at Northgate but tabled that idea after Medford planners and the public expressed concerns about potential traffic problems. Costco is now eyeing a property at Hamrick and Table Rock roads in Central Point. Although the Northgate's Phase 2 won't go before the Site Plan and Architectural Review Commission until early December, graders have been moving dirt around on the property. "You don't have to have site plans approved to obtain a grading permit to move dirt around," McGeough said. "Once the rainy season ends, they can begin moving forward when things dry out next year."
