Oregon Road Conditions & Cams Email Story to a Friend January 8, 2006 Armed man shot by OSP after chase GRANTS PASS — Oregon State Police troopers shot a man here Friday night after he allegedly pointed a shotgun at them during a brief standoff following a vehicle chase. Grants Pass resident Phillip H. Blevins, 42, was hospitalized overnight for bullet wounds to his right shoulder and left arm. Upon his release he was arrested and taken to the Josephine County Jail on charges of unlawful use of a firearm, unlawful pointing of a firearm and felony eluding. OSP troopers along with Josephine County sheriff’s deputies responded to a report of a gun-wielding man at the 2300 block of Redwood Avenue. But before police could reach the scene, Blevins had fled in a car, officials said. Deputies spotted the car during a search of the area and attempted to initiate a stop. Blevins reportedly sped away, prompting a short vehicle pursuit. He finally pulled to a stop near residences in the 2300 block of Redwood Avenue. Blevins allegedly exited his car with the shotgun and ignored repeated demands by police to drop the gun. Police then shot him with a bean-bag round fired from a shotgun. Despite being hit with the bean-bag, Blevins refused to surrender. Police then say he pointed the shotgun at them, prompting them to open fire. Blevins was hit twice, once in each arm. Officials described the injuries as non-life threatening. Advertisement The names of the two OSP troopers will be released following an investigation by the Josephine County Major Crimes Task Force. In addition to the above crimes, Blevins was charged with three counts of menacing and being a felon in possession of a weapon.
