Oregon Road Conditions & Cams Email Story to a Friend January 17, 2006 Police investigate reported abuse of infant Girl lived with her father in "Dads Program" home for recovering addicts By SARAH LEMON Mail Tribune The reported sexual abuse of a 6-month-old child living with her father in a home for recovering drug addicts is the subject of a police investigation. A ward of the state, the infant girl was living with her father at Holly House, a transitional home for graduates of OnTrack Inc.’s drug treatment programs, said Medford police Lt. Tim George. A child care provider at an OnTrack program for mothers in recovery reported the suspected abuse Wednesday to child welfare workers, who called police, George said. "There’s some medical indications that she has been the victim of sex abuse," George said. The girl was examined by a physician Wednesday and immediately placed into a foster home, George said. Her father is no longer living at the Holly House, in part because eligible residents must have children in their care, the lieutenant said. "He can’t be there because of this investigation, as well," George added. Advertisement Although the state has legal custody of the girl, the father had physical custody, George said. The 27-year-old man entered OnTrack’s Dads Program as a court-ordered condition of probation for a drug conviction, according to Jackson County Circuit Court records. He pleaded guilty in August to a charge of possession of methamphetamine. Circuit Court Judge Ray White imposed the man’s sentence of a year and six months of probation, court records show. The girl’s mother has no criminal record in Oregon. She formerly listed the same Medford address as her child’s father, who also was convicted last year of harassing her and was ordered to have no contact with the woman. Police have not determined if the reported abuse happened at Holly House, on west Medford’s South Holly Street, George said. Detectives’ investigation involves determining exactly who had contact with the child, he said. Three Dads Program graduates are still living at the residence with their children, all under the age of 5, said OnTrack Executive Director Rita Sullivan. Holly House is one of numerous transitional homes to which OnTrack refers clients. The men pay rent to OnTrack, which passes the payments on to the Jackson County Housing Authority, Sullivan said. Unlike the Dads Program — a residential center staffed by OnTrack workers — Holly House has no agency supervision, she said.
