Hunts spends big but Uherbelau wins Final reports show unusual outcome By PETER WONG SALEM -- State Rep. Judy Uherbelau was outspent by her Republican opponent by almost 2 to 1, according to final campaign reports, but the Democratic incumbent won her third term by a majority of 56 percent. Uherbelau ran counter to the trends, both statewide and in Southern Oregon, that winners generally outspend opponents for seats in the Oregon Legislature. Final reports filed with the secretary of state show that Uherbelau, a Democrat from Ashland, raised $54,000 and spent $64,000 in her fall campaign. Jane Hunts of Trail, her Republican rival, raised $118,000 and spent $111,000. Both carried over money from their campaign in the May 19 primary, when both were unopposed for their party nominations in District 52, which covers eastern Jackson County. Hunts spent more then, but Uherbelau carried over more for the fall campaign. Uherbelau also spent less than Republican Jerry Barnes of Ashland in her 55-vote victory in 1994 -- Uherbelau about $70,000 and Barnes more than $100,000 -- but she outspent Barnes in a low-spending contest in their rematch two years later. Barnes was a substitute for the original 1996 nominee, who withdrew. Hunts raised enough money to pay for as many as seven direct-mail pieces; Uherbelau, only a couple. Hunts' challenge to Uherbelau was fueled with $12,000 from the Oregon Forest Industries Council and $13,440 from businesses banded together as the Oregon Victory Political Action Committee, which normally helps non-incumbent Republicans. She also got last-minute help of $11,000 from a slew of Republicans hoping to add to their majority in the House. Thousands of dollars were contributed by the political action committees of Rep. Lynn Lundquist of Powell Butte, who lost a post-election vote to remain House speaker, and Rep. Lynn Snodgrass of Boring, the majority leader who wrested the speakership from Lundquist. Other contributions came from Rep. Steve Harper of Klamath Falls, the incoming majority leader; Rep. Leslie Lewis of Newberg, the new House co-chairwoman of the Legislature's budget panel; Rep. Ken Messerle of Coos Bay and Rep.-elect Susan Morgan of Myrtle Creek. The reports showed no surprises in the races for the other two House districts that are mostly within Jackson County. Republican Rob Patridge outspent Democrat Melody Kolb in his lopsided win for Medford's District 50 seat, which Republican John Watt vacated after four terms. Though outspent 3 to 1 in the primary, Republican Jason Atkinson of Jacksonville raised $76,000 and spent $63,000 in the general election, far more than Democrat Lon Holston of Central Point could muster. Atkinson won the District 51 seat of southwest Jackson County and eastern Josephine County, which Republican Eldon Johnson of Central Point vacated after 10 terms.
