Cara Kay Kelley, 41, and Carrie Ann Foley, 24, each were sentenced to 10 days in the Jackson County Jail and 18 months probation after pleading guilty to single counts of identity theft for their role in setting up fraudulent phone accounts with stolen information. Ziegler and other inmates in the Oregon prison system made collect calls to the accounts, established in the name of several Rogue Valley residents whose identification Ziegler stole earlier this year. Kelly and Foley were arrested Aug. 11, two months after the theft was uncovered during an audit of prisoner phone calls. The two were released after a day in custody. Ziegler’s niece, Foley heard her sentence Tuesday in Jackson County Circuit Court. She lists an address in the 800 block of Pine Street. Kelley, who lists an address in the 1100 block of South Stage Road, pleaded guilty and was sentenced Monday. Ziegler, 31, was ordered Friday to spend another two years and two months in prison after pleading guilty to two counts of identity theft in the case. Ziegler obtained the personal identification of two Rogue Valley residents from copies of police reports that his probation officer gave him, police said. He kept the information in an address book with him in Eastern Oregon Correctional Institution. After shuffling in and out of jail for years on minor charges, Ziegler was sent to prison for six years and two months in April for breaking into dozens of cars around the county to steal credit cards, checkbooks and other pieces of identification. The crime spree funded Ziegler’s methamphetamine addiction, police said.
