The next logical question is who enforces this? Last year, I tried to report a chronic offender and got shifted from one department of government to another. I ended up talking to someone at the state level in Portland who said, "I've never had a call on this." Are the colors just guidelines or regulations with some teeth in them? — Linda, Medford In a previous Since You Asked, we explained how decisions are made on whether people can use their woodstoves and fireplaces. Burning is not allowed in non-certified woodstoves on red and yellow days when air quality worsens but is allowed on green days if the visibility of an object seen through the smoke is reduced by half or less. People can use their certified woodstoves on red and yellow days if there is no visible smoke, and on green days if the visibility of an object seen through the smoke is reduced by half or less. The answer to how to report violators depends on where you live, according to Jackson County Environmental Health Program Manager Chad Peterson. People who lives outside Medford's city limits can call a county complaint line at 541-774-8207. Medford Police Lt. Mike Budreau said people living inside city limits can contact city of Medford Code Enforcement.
