Maxwell began the effort for Southern Oregon’s new toll-free calling zone — which includes Ashland, Medford, Grants Pass and outlying areas of Jackson, Josephine and Douglas Counties. Maxwell brought together the Public Utilities Commission, four national phone companies and civic leaders of 18 different calling regions to help create the state’s second largest toll-free phone zone, said RVCOG Executive Director Michael Cavallaro. Cavallaro said Maxwell’s leadership in such a complicated project made her "the most effective practitioner of cooperation, collaboration and regionalism in Jackson and Josephine counties." And, he said, her continuing efforts on projects such as the Rogue River Greenway (a scenic bike path to be built from Rogue River to the Bear Creek Greenway) and the Shine the Light Foundation (a volunteer program to benefit local schools) demonstrate her dedication to the people of the Rogue Valley. "It’s amazing, really. She’s sprouting projects like mushrooms," he said. Advertisement Maxwell says the two-year phone project was challenging, but also very rewarding. "The phone region is a really important first step," she said. "We need to develop a telecommunications strategic plan so we’re in a position to attract businesses to the area, which will provide family-wage jobs." Cavallaro agrees, and says Maxwell’s success with the calling zone has benefited residents and businesses. "There really wasn’t much of a contest this year," said Cavallaro. "Who else could it have possibly been?"
