Council members John Morrison and Cate Hartzell met Wednesday in the park, one of the city’s uncovered genitalia-free zones, with Ryan and Eric Navickas, who want the city to reconsider the new law. Because Morrison voted against it in June, city rules preclude him from bringing it up for review. And Hartzell told the brothers that she has no plans to resurrect the issue. Protesters, including the Navickases, have made their point by stripping naked for events like a potluck held outside a recent council meeting. A handful streaked from Lithia Park to an Oregon Shakespeare Festival stage. There have been no arrests and no citations so far. Since the law was approved, Hartzell said the city has received numerous complaints about women going topless in Lithia Park, which is perfectly legal since the law covers only post-pubescent genitalia.
