Mark Allen Dickey, 49, of Cave Junction, pleaded not guilty to three misdemeanor charges of disorderly conduct, menacing and possessing a hoax destructive device. He won't face federal charges resulting from the standoff Wednesday in the parking lot of KTVL Channel 10, the local CBS affiliate, investigators said. Officials from the Federal Bureau of Investigation and the U.S. Attorney's Office in Medford reviewed the case and determined no federal crimes had been committed, Jackson County Sheriff's Department Detective Sgt. Colin Fagan said Monday. Dickey asked for and got a court-appointed attorney who entered his not-guilty pleas and requested a preliminary hearing. The hearing is set for Feb. 26. His bail was set at $20,000 and prosecutors demanded that if he posts bail, he can't contact KTVL or the Jackson County District Attorney's office. Rambling letters found in Dickey's van expressed frustration over how the district attorney's office had handled a case involving an acquaintance of Dickey, investigators said. He had tried to generate media interest in the case, contacting KTVL earlier in the week, but a news director told him they couldn't help him. Officials also reaffirmed that Dickey won't be released because of crowding at the jail. Dickey appeared in Circuit Court via a video link from the Jackson County Jail and sat quietly, offering brief replies when Judge Patricia Crain queried him on his understanding of the proceedings.
