Kaylieb Madison Joss, 24, of the 200 block of Cambridge Street remained Tuesday in the Jackson County Jail on $30,000 bail. He faces charges of first-degree theft, resisting arrest, assaulting a public safety officer, interfering with a peace officer, harassment, second-degree escape and second-degree criminal trespass. In 2014, Ashland police began setting out a $1,500 bait bike equipped with a tracking device in their ongoing battle against bicycle thieves. Theft reaches the felony level when a stolen item is valued at $1,000 or more. On the morning of Feb. 22, Joss allegedly stole a bait bike worth more than $1,000 from East Main Street and rode the bike to his home, according to an affidavit. Ashland police contacted him at his home and found the bike. When they tried to place Joss in custody, he allegedly resisted and shoved a police officer into a metal shed, causing injury to her head. He then fled on foot, the affidavit said. He is accused of trespassing on that date at a property on Willow Street, according to an indictment. Joss was arrested that night and lodged in jail, the affidavit said. In previous Jackson County Circuit Court cases, Joss has been convicted of methamphetamine possession, resisting arrest, carrying a concealed weapon and fourth-degree assault. Ashland police said their bait bike program, which uses an assortment of bicycles of different values equipped with tracking devices, has helped cut down on thefts. The program launched in October 2013. Police said reported bike thefts fell 21 percent from 2013 to 2014. In prior years, bike thefts had been escalating, with Ashland thieves and people from out-of-town targeting bikes around town and on the Southern Oregon University campus.
