Send a letter to the editor at www.mailtribune.com/sendletter . » Social News Plans have collapsed for a controversial assisted-living center next to a historic east Medford neighborhood after the property went on the auction block to pay off almost $1 million in debt. Alejandro E. Jauregui, Luis J. Jauregui and Penny C. Jauregui attempted to auction off their Medford properties on Jan. 9 to pay off more than $980,000 in debt, a notice of trustee sale declared. Part of the debt included $64,000 in back property taxes, according to Jackson County records. The properties weren’t sold at auction, and they reverted to the prior owners. Alejandro “Alex” Jauregui, who lives in Alamo, Calif., had hoped to build a three-story assisted-living center at 825 E. Main St. Neighbors in the adjacent historic neighborhood, which includes Geneva and Minnesota streets, opposed the project and insisted the city undertake an architectural review because the three-story assisted-living center would have loomed over their houses. The neighbors, spearheaded by Fran Wolfe, Doug McCreary and the Old East Medford Neighborhood Association, last year won a Land Use Board of Appeals ruling that rejected the city's decision to exempt the proposed 55,543-square-foot center from a time-consuming planning review. “We felt relieved once the LUBA appeal came back,” said Wolfe. Although the foreclosure added further closure to the issue, Wolfe said it wasn’t the outcome the neighbors were hoping for. “We don’t wish him (Jauregui) any harm,” she said. The same property had bumped into opposition previously when neighbors complained about activities at a methadone clinic on the site. The clinic moved to another location in east Medford in September 2013. The Mail Tribune attempted to call Jauregui, and a man identifying himself as “Alex” hung up. Court records indicate Jauregui was in debt to Susan Brecher, an Alamo, Calif., woman who loaned him $300,000 on March 31, 2009. He was scheduled to repay the loan at $3,000 a month, according to Jackson County Circuit Court records. Jauregui gave Susan Brecher a trust deed for 825, 835, 837 and 839 E. Main St. to back up the loan. According to court documents, Jauregui made payments through 2012. In 2013, Brecher stated Jauregui paid her only $2,000 as a partial payment in one month, and then in 2014, he didn’t make any payments. Adding interest payments to the amount owed, Brecher asked for $349,000. According to county records, Jauregui bought the property for $1 million in 1997. After the auction failed to sell the property, it reverted to the previous owners, the Crawford and Graf families “We got it back on the (Jan.) 9th,” said John Crawford, a Portland lawyer who grew up on the East Main property. He said he and his five sisters, as well as the Graf family, were able to inspect the property last week and haven’t decided what to do with it yet. “We’re just evaluating the situation,” he said.
