Any idea? — R.R., Medford The Oregon Department of Fish and Wildlife can't know for sure how big or little the impact the mandatory-reporting fines have had on hunters' rolls. The agency, however, does know that nearly 20,000 hunters who failed to report their hunting successes in 2012 and 2013 are on the books as having yet to pay the $25 fine, says Michelle Dennehy, the ODFW's Wildlife Division spokeswoman. There's a one-year lag period in the fine because the first mandatory reporting deadline is Jan. 31 and licenses and tags have been on sale since Dec. 1, Dennehy says. That's why hunters who failed to report after the 2013 season did not have to pay the fine until 2015. But it doesn't give any clues as to exactly why those 19,959 hunters haven't paid their fine, Dennehy says. Those people could be anything from intermittent hunters who don't buy licenses annually to people who moved out of Oregon or even those who died since purchasing their last license. The Oregon Legislature enacted the $25 fine as a way to ensure ODFW biologists could collect the data they need from hunters, according to the agency. That was after reporting hunting success, and lack thereof, was mandatory for several years but without the penalties hunters were lackadaisical about complying with. ODFW has heavily promoted the mandatory-reporting program to keep hunters from having to pay the penalty. Even so, more than 33,000 hunters failed to report their data during the initial fine-year of 2012, so they had to pay up before buying a 2014 hunting license.
