Third charged in shelter case Indictment names someone besides two former employees By JONEL ALECCIA TALENT - Police may be searching for another suspect in connection with the alleged abuse of teenagers at a Community Works youth shelter. A Jackson County grand jury has handed up a secret indictment detailing charges against a third person, court records show. Two former supervisors face nearly three dozen charges that they sexually displayed and abused eight teens at the Youth Diagnostic Shelter. District Attorney Mark Huddleston declined Wednesday to discuss information about another possible suspect. "I don't want to say any more because there's a confidential indictment," he said. However, a third suspect is indicated in an indictment filed against Desiree Joy Seiver, 22, of Central Point. The indictment alleges that Seiver acted together with Ryan Keller to supply methamphetamine to a 15-year-old boy and a 16-year-old girl at the shelter. Keller, no age or address available, is named in connection with two counts of delivery of a controlled substance to a minor. The drug charges are among 13 felonies and five misdemeanors filed against Seiver, who is accused of crimes that include third-degree rape and third-degree sodomy and using a child in a display of sexually explicit conduct. Keller is not mentioned in connection with the sex crimes. Also charged in the case is Wayne Randall Gatrel, 43, of Medford, who has been indicted on six felonies and eight misdemeanors, including using a child in a display of sexually explicit conduct and third-degree sexual abuse. Indictments allege that the crimes occurred at the shelter, 5605 S. Pacific Highway, Talent, between late October 2000 and April 2001. Seiver and Gatrel had been employed as shelter supervisors for about six months, working mostly weekend nights. The shelter was closed abruptly in April after an investigation prompted by the threat of lawsuits by two teens. Gatrel and Seiver remained lodged Wednesday at the Jackson County Jail on $300,000 bail. Gatrel is represented by Medford lawyer Larry Parker. Seiver will be represented by court-appointed attorney Gary Berlant of Grants Pass. In May, both former shelter workers denied having any sexual contact with clients. Seiver said she sympathized with troubled children. Gatrel, manager of a Medford rental car agency, said he took the shelter job to gain experience for a new career in youth services.
