Oregon Road Conditions & Cams Email Story to a Friend December 12, 2005 Emergency Services Felony arrests Drugs — Noelani Hannah McDonald, 26, of the 3300 block of South Pacific Highway, Medford. Medford police Saturday arrested McDonald on charges of possession of methamphetamine and supplying contraband. She was lodged in the Jackson County Jail, where she remained late Sunday on $10,000 bail. Drugs — Victor Hugo Rangel-Arana, 26, of the 100 block of Fern Valley Road, Phoenix. An Immigration Customs Enforcement officer Sunday arrested Rangel-Arana on charges of possession of methamphetamine, providing false information in a criminal investigation, two counts of failure to appear in court, an out-of-county warrant and being an illegal alien. He was lodged in jail without bail. Identity theft — Michael Gary Roshaw Bivens, 20, of the 1600 block of Prune Street, Medford. Medford police arrested Bivens on two counts of identity theft and two counts of second-degree theft. He was lodged in jail, where he remained late Sunday on $30,000 bail.
