Othon Robert Campos, Jr., 41, of Medford, was taken into custody by U.S. Marshals at an undisclosed location in Vancouver and has been lodged at the Clark County Jail, according to a sheriff's department news release. Campos and another man, 34-year-old Merlin Elmo Bound III, were indicted Thursday, Oct. 17, by a Jackson County grand jury in the murder of Frank Ronald Damiano, 62, of Ashland. Campos was indicted for aggravated felony murder, two counts of felony murder, two counts of first-degree robbery, and first-degree burglary. Damiano, who went by the name Tony Della Penna, was a colorful personality around Jackson County. He was active in the local music scene and sang tenor in the Rogue Valley Men's Chorus. Malinda Bound, who is married to Elmo Bound, claimed he was not responsible for the murder, but rather was a passive actor in the crime. Following her husband's arraignment last week, Malinda Bound described Campos as "terrifying." She said he was their roommate and had developed some sort of relationship with Damiano prior to the murder. Investigators from various Jackson County agencies were sent to the Portland area to search for Campos this week. They had developed information that he was in hiding in that area. Bound was arrested at his home Tuesday. He was indicted on two counts of murder, two counts of first-degree robbery, and first-degree burglary and is being held in the Jackson County Jail without bail. Calls made to the Jackson County Sheriff's Department seeking additional comment were not immediately returned on Saturday. It is expected that Campos will be returned to Jackson County at some point in the next week to face arraignment on the charges. Murder carries a mandatory minimum charge of 25 years in prison, under Measure 11 sentencing laws. Reach reporter Chris Conrad at 541-776-4471 or email [email protected].
