Although at least one appellant has indicated he would pursue the matter to the state Land Use Board of Appeals, it appears the Issaquah, Wash.-company will move forward on construction of a 161,992-square-foot warehouse and fuel station on 18.28 acres at the southwest corner of Hamrick and Table Rock roads. A longtime land-use consultant, Cal Martin, and a local lawyer, David J. Smith, filed separate appeals against the Costco project, but their concerns were refuted by Costco Thursday. Both appeals claimed the Planning Commission erred when it approved Costco's request because the use is not compatible with the industrial zoning, Costco submitted a flawed traffic-impact analysis, traffic generated by Costco will overload surrounding roads, and the decision conflicts with the city’s statement of values for growth and transportation. The City Council denied the appeals on all points. After upholding the Planning Commission’s decision, the council directed its planning staff to prepare a resolution for final approval on Thursday, March 24, Community Development Director Tom Humphrey said. A notice of decision will be mailed the next day to persons who have appeared before the city, signaling a 21-day LUBA appeal period will begin. If the council’s decision is appealed to LUBA, the city will defend its position, he said.
