Thomas Duayne Bieber, 61, of the 2400 block of Rabun Way in Central Point has been charged with four counts of luring a minor and four counts of private indecency. Luring a child is a felony, while private indecency is a misdemeanor. Bieber previously worked as SOU's manager of environmental health and safety. He left that job after voluntarily resigning in October 2014, according to SOU human resources staff. On Jan. 3, Bieber allegedly explicitly described sexual conduct for the purpose of inducing minors to engage in sexual conduct. He also allegedly showed his genitals to a 4-year-old girl, a 10-year-old girl and two 9-year-old boys while in his garage, according to a Jackson County Circuit Court indictment and affidavit by Central Point police. One of the children told a parent, who contacted police. In interviews with police, the three older children alleged they had seen Bieber expose himself. One of the children said the man would "talk to them all the time" about sexual subjects, the affidavit alleges. On Jan. 19, Bieber allegedly admitted to pulling his genitals out of his pants in the garage, talking about sex with the children and encouraging one of the girls to engage in sexual conduct, the affidavit said. He was arrested that day and held in Jackson County Jail on $50,000 bail. He is no longer listed in jail, and court records show his release conditions include no contact with the four children or their homes. Bieber has a pre-trial conference hearing scheduled for March 23. Statewide, court records show no other cases against him dating back at least five years. It works to prevent accidents, minimize human exposure to hazardous agents and conditions, protect the environment through responsible waste management and waste reduction, conserve resources and prevent the spread of disease from unsanitary conditions, according to SOU.
