Also, the vehicles must be outfitted with all-weather or snow and mud tires. Drivers must have their vehicles "powered up," or in all-wheel or four-wheel drive, to proceed without chains. State inspectors turn back drivers if they aren’t following the rules, Vial said. Drivers who run afoul of those rules are subject to a $130 ticket.
