Developer has hopes for resort Several years ago there was a very controversial destination resort planned for a large undeveloped area just east of Ashland. I believe the developer's name was Dom Provost. Whatever happened to his proposal? -- Robert J., Ashland Provost is still working on the 265-acre Clear Springs Resort, but he's not digging up any dirt yet. Instead, he's dealing with appeals from people who are opposed to the resort based on water right and land use issues. "The opposition is still there and appealing everything," Provost said. "We need to wait until the decisions have been approved before we go ahead. ... It takes time." Provost's plans would put an 18-hole golf course, 96-room hotel and 110 condominium-type units on land between Interstate 5 and Highway 66. The retired businessman bought the property in 1968. His current effort to win approval of Clear Springs Resort dates to 1987. The first county approval in 1989 was appealed to the Oregon Supreme Court, which returned it to the county to resolve some questions. A second approval in 1992 went to the state Land Use Board of Appeals, which upheld it. The county's last decision on the matter was in 1994 when the resort's preliminary plan was approved.
