Costilla was indicted on the charges in September 2003 but because he did not appear at a scheduled Jackson County Circuit Court hearing, a warrant was issued for his arrest. The warrants are extraditable in Washington and Idaho with a bail of $10,000. Costilla is described as a 39-year-old Hispanic male, 5 feet 9 inches tall, weighing approximately 160 pounds. He has the word "Nayarit" tattooed on his upper left arm, the words "Juan R Socorro" tattooed on his upper right arm, a pierced left ear and a scar on his right elbow. Costilla may be using the aliases of Juan Aguirre Cruz, Juan Aguirre, Juan Aguirre Crug or several variations of his Hispanic name. He may also use a birth date of Oct. 19, 1972. Arrests — Three people were arrested last week and lodged in the Jackson County Jail on methamphetamine-related charges. Two were arrested for possessing meth, and one was arrested for possessing, delivering and manufacturing meth. Two arrests were in conjunction with other criminal charges. Court appearances — One person appeared in Jackson County Circuit Court last week on an indictment charging possession of meth. Child welfare — The local child welfare office of the state’s department of human services removed 15 children from eight homes last week and placed them into protective custody due to methamphetamine use in the family. Addiction recovery — Twenty-two methamphetamine addicts entered outpatient treatment last week at OnTrack Inc., the county’s largest provider of substance abuse treatment.
