"We have 23 states involved and two Canadian provinces," said Stouts fire public information officer Don Hickman. "We're hearing accents." The attack force had grown to about 1,900 personnel by Tuesday. Their efforts to contain the blaze that roared to life 11 miles east of Canyonville July 30 has racked up a $19.4 million price tag, most of which will be paid for with Federal Emergency Management Agency funds .  "We sent a lot of resources from our region, but people get timed out. We need additional (people) to come in," Hickman said. "We've had a lot of people on, they're on their 11th day." Hickman said the crews continue to make progress. On Tuesday, containment on the fire was close to 50 percent, and flames had scorched 23,388 acres. Mop-up operations will continue on the edges of the fire bordering Milo, Tiller and Drew, and another burnout operation may be planned for an area north of Cow Creek Road. Additional firelines are being prepared. Evacuation levels for nearby communities continue to drop. "The communities affected are all down to a level 1 (be ready for a potential evacuation)," Hickman said. "Fire managers are still pretty happy with the progress." Heavy equipment is still in use along U.S. Forest Service Road No. 3201, and motorists are advised to avoid the area. All county roads in the vicinity are open, but motorists are advised to avoid them because of a heavy fire-suppression presence.  Fire growth is expected to continue, along with additional smoke, as burnout operations progress. On Tuesday morning, the Oregon Department of Environmental Quality Air Quality Index showed Shady Cove — the Jackson County town most affected by the residual smoke — had improved its 24-hour air quality total to "unhealthy for sensitive groups." The town has had six days of "unhealthy" readings since July 31, along with one day of "very unhealthy" and two days where the quality dropped into the "hazardous" category.  Medford, Applegate and Cave Junction all had "moderate" air-quality levels for the past 24 hours as of Tuesday.
