Project will house disadvantaged Stevens Place due to open in June 2000 Construction of a 53-unit housing development for low-income individuals and families is scheduled to begin in October in Medford. Stevens Place will be built at 1105 Stevens St. and will house the elderly, the homeless, people recovering from substance abuse and domestic abuse, and those with HIV/AIDS. People who annually earn less than half of the median income in Jackson County -- $13,300 per person and $19,000 for a family of four -- are eligible. A Liveable Services Program will assist residents with job training, educational support, and food, clothing and health care. The Affordable Housing Program of Federal Home Loan Bank of Seattle has awarded a $74,985 grant to Washington Mutual Bank to help it fund the $5.1 million project. Other funding sources include the Oregon Housing and Community Services Department, Network for Oregon Affordable Housing, Oregon Equity Fund, and HOME funds and HELP funds.
