Oregon Road Conditions & Cams Email Story to a Friend September 1, 2005 County OKs Measure 37 claim for a tourist center Development outside Ashland’s growth boundary would include an interpretive area and an RV resort By DAMIAN MANN Mail Tribune Jackson County commissioners approved a Measure 37 claim Wednesday that removes a major hurdle for a proposed welcome center just north of Ashland. The claim, filed by Reginald and Annette Breeze, Charles Kenney and Darrel Hinnewinkel, asked the county to remove zoning restrictions that prohibit the property from being developed as a commercial zone. It is located on Valley View Road, outside of Ashland’s growth boundaries. The parties filing the claim want to develop the 18.40-acre lot into a rest area, botanical interpretive area, tourist welcome center, public tourism center and recreational vehicle resort with a gift shop, convenience grocery store and restaurant. Approved by voters in November, the measure gives property owners the right to ask a government agency to either pay for lost property value because of zoning changes or provide a waiver of the offending land-use regulation. The owners still must go through a planning process to change the zoning to interchange commercial because of rules in place when they purchased the property in 1979. Advertisement Before getting the claim approved, the owners were blocked from seeking this zone change under land-use regulations that came about after they purchased the property. Currently, the zoning on the property is open-space reserve. The land is surrounded by two gas stations and two motels and sits just to the west of Interstate 5. However, other nearby properties are zoned forest or farmland. The owners will have to get approval to connect to the sewer system, which is run by Rogue Valley Sewer Services. The welcome center would feature a main 1,500-square-foot building, a dog walking area, a 350-square-foot travel information center, a "Welcome to Oregon" sign and an entry structure that reads, "Oregon Welcome Center."
