Police look for at-large sex offender A convicted sex abuser is considered at-large after failing to report to his parole officers, Jackson County corrections officials said. David Evan Rice, 60, was released from prison June 6 after serving 45 days for first-degree sex abuse � a violation of his parole conditions. He originally served 21 months for first-degree sodomy from 1998 to 1999. Rice failed to report to the parole office after his June 6 release and his whereabouts are unknown, officials said. A warrant for his arrest has been requested from the Parole Board. Rice is 6 feet 1 inches tall, 205 pounds, and has gray hair and blue eyes. He targets female minors and his method of operation is to sexually abuse young girls he has influence and control over. Conditions of Rice�s release are to undergo mental health evaluation, sex offender treatment, be subject to lie-detector tests and not to use intoxicating beverages. He is also prohibited from contact with minors, frequenting any place where minors congregate and forming relationships with women who have minor children. Rice, who is not allowed contact with victims, must also pay counseling costs for his victims. Anyone with information about Rice�s whereabouts or violations of the above conditions by Rice is asked to call authorities at 774-4900.
