Jacksonville seeks help with downtown plan JACKSONVILLE -- Folks who are interested in rewriting the hotly debated plan to spruce up downtown Jacksonville are invited to sign up for the Community Advisory Committee. The committee will hold its first meeting Nov. 11 to talk about the Downtown Core Enhancement Plan, said Paul Wyntergreen, city administrator. On Nov. 22, the volunteers will elect a chairperson, set meeting dates and begin reviewing the documents prepared by a Portland consulting firm. Wyntergreen and City Planner Jason Locke will attend some of the meetings to talk about the formation of a Historic Preservation Revolving Fund and an Urban Renewal District, two possible ways to fund some of the projects listed in the downtown plan. By March, volunteers will present a draft to the Planning Commission and in April, the City Council will hold a public hearing.
