Sergio Ivan Marquez, 29, was arraigned on charges of conspiracy to commit first-degree robbery, first-degree robbery and being a felon in possession of a handgun, as well as other unrelated misdemeanor charges. Police suspect Marquez provided a weapon for a planned robbery that went awry and resulted in the shooting death of Jose Velasco, 34, on Nov. 30, officials said. William Ray Miskell, 26; Jennifer Deetee James, 23; and Christopher Scott Bailey, 19, all face murder charges in Velasco’s death. Jackson County sheriff’s investigators believe that James, offended by romantic advances Velasco made, plotted to rob him of drugs and money she thought he had and enlisted the help of others. When Velasco resisted robbery efforts, Miskell shot him, police said. Advertisement The murder suspects told investigators that Marquez knew of their robbery plans and provided them with a handgun. When investigators went to find Marquez in early December, he had disappeared. Records indicate his permanent address is in Los Angeles, but he often stays with friends and relatives in the Medford area, officials said. He had returned to the area recently. Medford police detained Marquez after he was reported trespassing Wednesday morning in the 1500 block of Hancock Avenue. Medford police officer Shannon Reynolds recognized Marquez and detained him until Jackson County sheriff’s department investigators arrived to arrest him. Medford police charged him with second-degree trespass, which will be handled in municipal court. The other charges Marquez faced Thursday in Circuit Court stemmed from a Medford case in November. The charges included disorderly conduct, offensive littering, resisting arrest and interfering with a peace officer. Marquez tossed down a lit cigarette in the lobby of the Justice Building Nov. 7, then became belligerent when officials told him to pick it up, police said.
