I have been unable to determine if this law applies to Southern Oregon or if it applies to rent increases of 5 percent or more? Can you clarify the law for Southern Oregonians? — JT, by email Well, JT, the good news for Southern Oregonians is that we are also Oregonians, so the rules passed by the Oregon Legislature apply to us as well as our good friends to the north. House Bill 4143 had two major components: Landlords may not increase the rent in the first year of month-to-month rentals, and after the first year must give 90 days' written notice before a rent increase. Rent increases for week-to-week rentals still require at least seven days' notice. The state's previous requirement for month-to-month rentals was 30 days' notice. The 5 percent rule you referenced was part of a city ordinance in Portland that required notice for any rent increase of more than 5 percent. That rule was eliminated in the tougher state standard, which requires notice for any rent increase, regardless of size — and regardless of where in the state it occurs.
