They are not represented by a union and have not received cost-of-living increases since 2012, said Brad Earl, Medford’s chief financial officer. The School Board discussed the raises in a work session Monday before approving them 5-1 during a regular board meeting later that night. Board member Ron Andersen voted against the raises. “It’s not an unreasonable increase,” Andersen said. “It’s just the process that I had a problem with.” Andersen said he thought the board should have waited to vote on the raises because the details were not in Monday’s agenda packet and were not made available to the public until after the meeting. With the raises, 20 of the 30 administrators will make more than $95,000 annually and eight will make in excess of $100,000. The list does not include the top district administrators, such as the superintendent and assistant superintendents. Following a teachers' strike earlier this year, the board approved a three-year contract with teachers that included a 1.9 percent cost-of-living increase in 2013-14, a 2.5 percent increase in 2014-15 and a 3 percent increase in 2015-16. In June, the board approved a three-year contract with classified staff that included a 5 percent increase in 2014-15, a 3 percent increase in 2015-16 and a 2 percent increase in 2016-17. Many of the classified staff are part-time and have lower-wage jobs and, therefore, were able to negotiate a higher percentage raise, Earl explained. “Now the only group that hasn't received a raise at this point are the directors, the members of the cabinet,” said Medford schools Superintendent Brian Shumate, who began work in July at an annual salary of $200,000. Raises for principals, assistant principals and Debbie Connolly, supervisor of curriculum and assessment, Terri Dahl, supervisor of federal programs, and Tania Tong, supervisor of special education, were budgeted for last spring but had not been formally implemented, Shumate said. Human Resources Director Sharilyn Cano contacted similar districts from around the state, including Bend-LaPine, Springfield, Tigard-Tualatin and Gresham-Barlow, and compared wages and benefits. Compared with six like districts, Medford’s 2014-15 gross daily income was below average for high school and elementary principals and above average for middle school principals. “I want our salaries to be comparable with like districts from around the state, and I want us to attract the best candidates to lead our schools, and our salaries need to be competitive to attract those folks,” Shumate said.
