Create a Bicycle Advisory Committee
City leaders should create a Bicy cle Advisory Com mittee. The com mittee should be charged with
prom oting and upholding the bicy cle-related goa ls and objectives established in the Medford
Transportation System Plan . This com mittee could be instrum ental in refining the im provem ent projects
of the TSP and developing priorities for implem entation. Additionally , as Medford continues to grow, the
Bicy cle Advisory Com mittee should insure that proposed land developm ent projects com ply with the
bicycle com ponent of the TSP. This com mittee should also increase education to prom ote bicy cle safety .
Education can be in the form of signage along road ways advising travelers of the “rules of the road”
pertaining to m otorists and cy clists, school and/or adult outreach activities, or through various other
public outlets including organized bicy cle rides.
Provide Bicycle Support Facilities and/or Activities
Within activity centers or at other m ajor destinations that m ight attract bicy clists, secure bicy cle storage
facilities should be provided. The City ’s Land Development Code defines bicy cle parking facilities as
either lockable enclosures or stationary racks that ar e securely anchored to the surface or to a structure.
These facilities m ust be located on-site in well-lighted areas and within 50 feet of a heavily -used entrance.
Other bicy cle support facilities m ight include “Share the Road” signage along arterial and collector roads
that do not y et have bicy cle lanes.
The City should also consider the following activities to support an im proved bicy cle circulation sy stem
in the Medford UGB:
• Continue to coordinate with local and regi onal bicy cling proponents such as the Jackson County
Bicy cle Advisory Com mittee and the Bear Creek Greenway Com mittee.
• Perform accurate record keeping of bicy cle volum e and accident counts.
• Assure that city of Medford employees, particul arly Police Departm ent staff, have adequate
training regarding bicy cle safety and enforcem ent issues. Continue and enhance the “Cops on
Bikes” program .
• Initiate a “Share the Road” or sim ilar public inform ation cam paign, coordinated with agencies
such as RVTD, the Rogue Valley Council of Governm ents, Jackson County , local bicy cling
organizations, and nearby municipalities.
• Support RVTD’s efforts to facilitate Transporta tion Dem and Managem ent (TDM) strategies that
integrate bicy cling and transit, such as “bik es on buses”, bicycle storage facilities at transit
stations and stops, etc.
• Encourage and support efforts by Medford schools or other community organizations to develop
and use a bicy cle safety curriculum for students.
Maintain the Bicycle Circulation System
Ongoing m aintenance of bicy cle facilities is also im portant. The City of Medford should establish a
maintenance schedule for streets containing these facilities as well as for the City ’s multi-use path
network. Maintenance should pr ovide for consistent rem oval of debris including sm all branches and
other roadside debris that could create a safety hazar d for a bicy clist. As roadway s becom e prone to
cracks and potholes, these im pedim ents to safe bicy cle travel should also be rem edied within a short
timefram e. The City should also consider rem oving any raised pavem ent m arkers (RPMs) that are
located along bicy cle lanes.
