A man who drove his ex-girlfriend and her two children across state lines in March was sentenced to be institutionalized in Oregon Wednesday. Eric Allen Brooks, 28, of the 600 block of Pioneer Street, Yreka, Calif., pleaded guilty Wednesday to a count of second-degree kidnapping in Jackson County Circuit Court. After considering a mental health report from Brooks' psychiatrist, Jackson County Circuit Court Judge David Hoppe found Brooks guilty but insane. Brooks was sentenced to be placed under the jurisdiction of the Oregon Health Authority for a period of up to 10 years. On March 30, Oregon Department of Transportation spotted Brooks' vehicle on Siskiyou Pass surveillance footage and alerted Oregon State Police troopers, believing the vehicle to be involved in a kidnapping that originated in Siskiyou County, Calif.  According to court documents, Oregon State Police troopers performed a high-risk stop on the vehicle at mile post 21 near Talent, where they found Brooks, the victim and her two children. At the Oregon State Police station in Central Point, the victim told troopers that she asked the suspect to stop the vehicle multiple times in California and Oregon. The victim was notified of Brooks' hearing, but did not attend.
