By Nick Morgan February 03. 2016 1:51PM Medford standoff ends with man in custody A three-hour standoff Wednesday ended after a suspect who had reportedly brandished a knife surrendered to Medford police. The standoff began Wednesday morning about 10:15 a.m. in the 2400 block of Alma Drive as a response to a restraining order violation between Justin Ryan Salinas and his mother escalated after Salinas refused a police officer's commands and barricaded himself inside his mother's home. The restraining order barred Salinas from being at the residence, but police found him on the front porch. When the officer contacted Salinas, he produced a large knife, refused the officer's commands, managed to get inside and shut the door.  An officer attempted to deploy his taser, according to a Medford police press release, but Salinas continued inside. Roads were closed for almost three hours starting near Gould Circle and Patrick Avenue in northeast Medford as officers tried to reach Salinas through a megaphone. Additional officers arrived, as well as trained negotiators, who attempted to communicate with Salinas, who did not respond. "Come on out," could be heard from the officers as they tried to coax Salinas from the house. Salinas' mother, Gina Salinas, was able to leave the house, leaving Salinas in the home by himself. Jackson County Jail records show Gina Salinas was arrested Wednesday on a misdemeanor charge of interfering with a police officer. She was lodged in jail on $4,000 bail. A Mercy Flights ambulance was staged at 11:45 a.m. near Alma and Patrick, and a SWAT vehicle arrived at the location shortly after. A woman driving a marked Jackson County vehicle, believed to be a mental health professional, was escorted in an unmarked police vehicle from Alma and Patrick to the barricaded residence at 12:38 p.m. Medford police obtained a search warrant for the home, and as SWAT team members began entering the rear of the home, Salinas came out the front door. Because Salinas wasn't obeying police commands and police were unsure whether he was still armed, officers deployed a taser among other non-lethal resources when he was at the doorway. Salinas then attempted to run back inside. After a brief struggle in the doorway, Salinas was placed in handcuffs at 1:20 p.m. He was arrested on misdemeanor charges of violating a restraining order, resisting arrest, interfering with police, and two warrants for contempt of court. After medical personnel examined Salinas on the scene, he was transported to Jackson County Jail on $21,000 bail. Court records show several incidents have occurred at the house over the past year. "I hope you guys lock him away forever," a neighbor told an officer guarding a perimeter near Alma and Patrick during the standoff. The most recent call was midday Jan. 25, when police responded to an alleged restraining order violation between Gina and Justin Salinas. In last week's incident, Justin Salinas allegedly threw several rocks and broke a window attempting to enter the home, according to court documents. He was charged with attempted first-degree burglary and first-degree criminal mischief in the case.  On Oct. 3, Gina Salinas faces a misdemeanor assault charge after she allegedly punched her husband in the face. She pleaded not guilty at an arraignment in December, and a Feb. 22 court date has been set in the case. Justin Salinas also faces attempted second-degree assault charges stemming from an Aug. 26 incident at the home. According to documents in that case, Salinas allegedly grabbed a baseball bat and challenged a man to a fight. He then allegedly chased after the victim and swung the bat at the victim's head while threatening to kill him. Salinas pleaded not guilty to the charges at an arraignment, and a trial date is currently set for April in the case. Court records also show Justin Salinas has two felony convictions from 2011 for methamphetamine possession, and a 2005 felony conviction for delivery of a Schedule II controlled substance.
