The boy's stepmother, Angela Marie Millard, 34, of the 1500 block of Rogue River Highway, is in the Jackson County Jail on $100,000 bail. She is charged with three counts of second-degree assault and three counts of first-degree criminal mistreatment. The boy's father, Lawrence James Millard, 37, of the same address, is also in jail on $100,000 bail. He is charged with second-degree assault and three counts of criminal mistreatment. The couple were scheduled to be arraigned on the charges Wednesday in Jackson County Circuit Court. According to an indictment, between Nov. 1, 2014, and Jan. 24, Angela Millard allegedly struck the 12-year-old boy in the eye with a hairbrush. She also allegedly hit him in the mouth with the hairbrush and broke his teeth. Lawrence Millard is accused of hitting the boy with a wood table leg, injuring him. The couple allegedly withheld necessary and adequate food, physical care or medical attention from the boy. In an interview with authorities, the boy said Angela Millard caused severe burns to his hands and broke his teeth. He said his dad pushed him down and also broke a tooth. He suffered other injuries as well, including an injured ankle, and there was no evidence he had received medical treatment or gone to a doctor, according to an affidavit.
