Salem roll call SALEM -- Votes of Southern Oregon legislators on selected bills for the week ending April 9. Senate votes are listed for Lenn Hannon, R-Ashland; Brady Adams, R-Grants Pass; Bill Fisher, R-Roseburg, and Veral Tarno, R-Coquille. House votes are listed for Rob Patridge, R-Medford; Jason Atkinson, R-Jacksonville; Judy Uherbelau, D-Ashland; Susan Morgan, R-Myrtle Creek; Carl Wilson, R-Grants Pass; Ken Messerle, R-Coos Bay, and Mike Lehman, D-Coos Bay. OREGON HOUSE CHARTER SCHOOLS -- Approved (32-26) Senate Bill 100, which would allow the creation of tax-supported "charter schools" that are free of most state requirements, such as hiring certified teachers. (The House version would require half the teachers to be certified; the Senate, none.) The bill moves back to the Senate for action on amendments. Voting yes (32 R) -- Atkinson, Messerle, Morgan, Patridge, Wilson. Voting no (24 D, 1 R, 1 I) -- Lehman. Not voting, 1 R, 1 D (Uherbelau was at a conference out of state, but said she would have voted no.) FOREST TAX OVERRIDE -- Failed (38-20) to override governor's veto of House Bill 2452, which would have exempted some landowners from "privilege taxes" they pay when timber is cut. The House can bring back the bill for a second override attempt later because two Republicans switched their votes to make the final vote 36-22. Voting yes (34 R, 3 D, 1 I) -- Atkinson, Messerle, Morgan, Patridge, Wilson. Voting no (20 D) -- Lehman. Not voting (2 D) Uherbelau. OREGON SENATE TEEN DRIVER LICENSES -- Approved (19-11) Senate Bill 487, which would require proof of school attendance or other educational progress before someone under age 18 can receive a driver's license. The bill moves to the House. Voting yes (7 R, 12 D) -- Adams. Voting no (10 R, 1 D) -- Fisher, Hannon, Tarno. MOTORCYCLE HELMETS -- Approved (17-13) Senate Bill 583, which would require only motorcyclists under age 21 to wear helmets. The bill moves to the House. Voting yes (13 R, 4 D) -- Adams, Fisher, Hannon, Tarno. Voting no, 9 D, 4 R. SALES AT GUN SHOWS -- Approved (16-14) Senate Bill 700, which would require background checks for handgun purchasers at gun shows similar to those required for handgun purchasers at gun shops. The bill moves to the House. Voting yes (11 D, 5 R) -- Adams. Voting no (12 R, 2 D) -- Fisher, Hannon, Tarno. FARMHOUSE ALLOWANCE -- Rejected (15-15) Senate Bill 127, which would have allowed houses on land zoned exclusive farm use if the house was allowed when the land was purchased.
