Shady Cove to update restrooms in City Hall SHADY COVE -- The City Council will use a $40,000 Community Development Block Grant to bring city hall bathrooms up to federal standards set by the American Disability Act. The bathrooms will be reconfigured so a wheelchair can fit in them, the doorways will be made wider and the sinks and toilets will be replaced. The City Council will seek bids for the work soon, said City Administrator Jerry L'Estrange. In other action, the Shady Cove City Council approved word changes in Ordinance 155 to make it clear that property owners, not tenants, are responsible for paying sewer bills. Currently, some tenants of manufactured home parks or apartment complexes are receiving the city's hardship sewer rate, which is a discounted rate. If the park owners were paying the bill, they probably wouldn't qualify for the discount, L'Estrange said. The ordinance also includes word changes that require residents who live outside the dity limits and want to hook up to city sewer to pay hookup charges, system development fees and a monthly sewer bill that's 1-1/2 times the rate city residents pay. The higher rate is the non-resident's share of the sewer debt, which city residents pay on their property tax bill, L'Estrange said. The ordinance also allows the owner of an abandoned home to stop paying monthly sewer bills, but requires reconnection fees if the property is developed and hooked up to city sewer in the future.
