The driver, Christen Nicole Bowen, may be cited for specific traffic violations related to the incident. However, there is insufficient evidence showing Bowen acted in a reckless or criminally negligent manner, District Attorney Beth Heckert announced this morning. Around 3:15 p.m. Saturday, Nov. 15, Bowen was turning left from Brookhurst Street onto Crater Lake Avenue when she struck Denise Elizabeth Anderson, who was jogging eastbound in the crosswalk. Bowen and witnesses told police that the glare from the sun made it difficult to see. Anderson slammed into the windshield of Bowen's car before hitting the ground. She was transported to Rogue Regional Medical Center but succumbed to “significant brain injuries” on Nov. 19, according to a news r`elease from Heckert’s office. Bowen waited until emergency personnel arrived and, according to Medford Police officers, displayed no signs of alcohol or drug impairment.
