The video, which is more than 19 minutes long, is thought to be a recruitment tool for the terrorist group. The first 12 minutes or so of the video includes footage of air strikes blamed on coalition forces by the video's creators. Clips of Medford officers in a briefing and during a traffic stop show up at about the 12:42-12:44 mark. The clips were taken directly from a Medford police recruitment video produced in 2014, said Medford police said Lt. Mike Budreau. Clips from the Sept. 11, 2001, terrorist attacks follow. Why Medford police showed up in the video is not known, but Budreau said he doesn't believe there is any direct threat to the department or individual officers. "We don't necessarily feel that we're being targeted in any way," Budreau said. Budreau said he got wind of the video over the weekend through a tip on the department's Facebook page. "Why they chose those clips, I don't know. Why they chose Medford PD, we don't know," Budreau said. "There's a lot of stuff mentioned in it apparently that does encourage extremist-type behavior, but I can't tell what the reference is with first responders or MPD." Budreau added he doesn't believe the video was locally produced. The FBI Portland field office provided a written statement about the matter but declined to comment further. "The FBI is aware of this video, but we cannot comment on a possible investigative matter," the statement said. "The FBI takes all potential threats seriously and works closely with federal, state and local partners to share information when there is specific, credible information available."
