Rapist released to Jackson County The Jackson County community corrections department has issued a public notification that Thomas Carl Ruth, a convicted rapist, was released to Jackson County on Wednesday. His residence is at the Valli Hai Motel, 1034 Court St., Medford. Ruth, 30, is required to complete 15 years of post-prison supervision for the crimes of first-degree rape, second-degree sex abuse and second-degree kidnapping. A jury convicted Ruth on those charges in 1994. He offered help to a woman with car trouble in Ashland in May of that year, drove her car to Emigrant lake and raped her. Ruth initially was sentenced to 6 years in prison. His target victims are adult women in a position of vulnerability whom he befriends and then attacks, according to community corrections officials. The special conditions of his parole are that he undergo mental health and anger control treatment programs, sex offender treatment and polygraph testing, and that he have no intoxicants or contact with minors or the victim. Ruth is 5 feet 5 inches tall, weighs 150 pounds, and has brown hair and brown eyes. The corrections department asks anyone who knows of any misconduct or violations to call 774-4925.
