Thomas Duayne Bieber, 62, spoke about sexuality and exposed himself to a 3-year-old, two 9-year-olds and a 10-year-old in the garage of his home in the 2400 block of Rabun Way, Central Point, according to court documents. The incident occurred on Jan. 3. Bieber, a grandfather who was active in his church, often engaged neighborhood children in projects such as working on his truck and convertible. It was during this time that he would ask children to keep secrets and talk about sexuality, court documents allege. Bieber admitted to police that he briefly exposed himself while the children were in his garage. He talked about sexuality and genitals, and told the 10-year-old about masturbation, according court documents. One of the 9-year-old victims said Bieber would talk to the children "all the time" about sex and babies, the documents state. Bieber has since moved out of the neighborhood. The 3-year-old and one of the two 9-year-old victims in the case were children who had been adopted from the foster system, and both adopted parents spoke of the harm Bieber hd done since the incident. "We've done everything in our power to make these children's lives normal," the mother said to Jackson County Circuit Judge Philip Arnold. The mother said her children now must be monitored when in groups to ensure they're behaving appropriately. The father said that for children who already have a history of abuse, this event deeply affects their sense of trust and "throws them back into the chaos." After the hearing, the mother said the Bieber family knew of her adopted children's history of abuse. Defense attorney Jeni Feinberg gave a medical explanation for Bieber's actions. She said the incident was part of an "extended manic episode" and that Bieber, who had been diagnosed with bipolar disorder and had been functioning well on his medication for several years, stopped taking his medication without guidance of a doctor. She described Bieber when he first came into her office as "disconnected." Feinberg said her client understood what he had done, but couldn't explain it further. "He didn't know why he had done it," Feinberg said. She said Bieber now understands that he'll need to take medication for his disorder for the rest of his life. "I am profoundly sorry. I'm so sorry," Bieber said to victims' parents in the courtroom before turning back to face Arnold. Bieber, who had faced four felony charges of luring a minor, pleaded down to two misdemeanor charges of private indecency. Although house arrest was an option in the case because Bieber has no prior criminal history, Feinberg said Bieber specifically directed her not to request home detention. Victims' parents also requested he serve jail time to demonstrate to their children that actions have consequences. Arnold sentenced Bieber to 60 days in jail beginning Dec. 28. Bieber was ordered to have no direct contact with minors, but was allowed indirect and supervised contact at church and with his grandchildren. Bieber was also ordered to pay for victims' counseling, and because he had worked previously as a youth pastor, Bieber was barred from direct work with minors for five years. Bieber had worked as Southern Oregon University's manager of environmental health and safety, but voluntarily resigned from the position in October 2014.
