An indictment filed May 8 in the U.S. District Court in Medford charges Jon Andrew Meyer, Leon Ramon Ireland and Victoria India Kohout with conspiracy to falsify a firearms application, and Meyer and Ireland with nine counts of making false statements on firearms applications. Kohout is charged with two counts of making false statements on firearms applications. The indictment lists by make and serial number 24 handguns that Meyer and Kohout allegedly purchased from licensed gun dealers in Grants Pass and White City on Ireland's behalf. Meyer, a Grants Pass resident, sparked the investigation that became known as "Rap It Up" after he accidentally killed a 5-year-old upstairs neighbor, Alysa Bobbit, when an SKS rifle, illegally converted to fully automatic, fired through the ceiling of his apartment when Meyer attempted to use it as a crutch. Meyer was ultimately sentenced to 75 months in prison after pleading guilty to charges of first-degree manslaughter, third-degree assault, possession of a prohibited firearm and delivery of methamphetamine. The multi-agency Rap It Up investigation, spearheaded by Jackson County Sheriff's Department and Bureau of Alcohol, Tobacco and Firearms, uncovered a loosely knit web of Rogue Valley residents who had been involved in the illegal sale of firearms, some of which were later found at crime scenes in the San Francisco Bay Area. Investigators brought charges ranging from attempted murder to felon in possession of a firearm against more than 30 suspects. Six of the firearms identified in the federal indictment — four Glock pistols and two Smith & Wesson pistols — are noted as having been recovered in California. Detectives from the Medford Area Drug and Gang Enforcement team previously arrested Ireland March 11 on drug possession and child neglect charges after they found steroids in the bedroom where he lived with his 3-year-old son during a search warrant.
