Dwaine Richard Schiffer, 65, of the 1500 block of Stardust Way, Medford, was arraigned in Jackson County Circuit Court Monday on four counts of unlawful use of a weapon and four counts of first-degree criminal mischief, all class C felonies. Circuit Judge Tim Barnack set his bail at $7 million. Starting at about 6:20 p.m. Sunday, police received several reports that a man on a motorcycle was shooting at buildings in the area of Northridge Terrace and South Pacific Highway, the 900 block of North Phoenix Road, the 100 block of North Ross Lane and the 1400 block of Kingsley Drive. About 40 minutes later, Medford police spotted the motorcyclist southbound on Highway 62 with a gun in his hand. They stopped him at Owen Drive, where he was arrested without incident, according to a release. Five large windows and a glass door had been shot out at D&S Harley Davidson, causing an estimated $2,500 in damage, according to an affidavit filed with the court. It was unknown whether any motorcycles at the store were damaged, the document said. Police said the gunshots also caused damage to the Masonic Center at 975 North Phoenix Road, Southern Oregon Management at 150 N. Ross Lane (corrected) and Southern Oregon Auto Care at 1493 Kingsley Drive, though an exact dollar figure was not yet available. No one was injured. The affidavit said Schiffer told a sheriff's deputy he was unhappy with some work D&S had done for him and felt he was owed "a considerable amount of money" for his troubles, though police are still investigating the motives for all targeted sites. "We're investigating why these locations," said Lt. Kevin Walruff of Medford police. "It's unknown why these locations." D&S officials could not be immediately reached for comment Monday. "It doesn't look (like) there was anybody that he was going for," Walruff said. So far, thousands of dollars in damage to parked cars, windows and the buildings have been documented at the four locations, but an exact figure is not yet available.
