After attempts to sell the property to the city of Grants Pass and a preservation-minded nonprofit fell through, the Forest Service says it is done fooling around and plans to finally unload the compound this summer. "We do plan on selling it competitively at auction," Virginia Gibbons, a public affairs officer with the Rogue River-Siskiyou National Forest, said of the property. Details about the sale will be available "in about another month," she added. For updates on the property, visit realestatesales.gov. The property, which the U.S. Forest Service vacated in 2007, is located at 1012 S.W. L St. and includes buildings built by the Civilian Conservation Corps in the 1930s that are on the National Register of Historic Places. The largest building at the site was an auto maintenance and repair shop for many years. Gibbons said the Forest Service will host an open house on the property, but it hasn't been scheduled yet. She also said there will be a minimum starting price but that also hasn't been determined yet. The cost could be in the range of $245,000, based on recent attempts to purchase the property. There were two specific offers on the property in 2011. The most recent offer was $244,000 in September 2011 by Sand Mountain Society, a Portland-based organization noted for restoring historic fire lookouts and conservation work around the Northwest. Those negotiations inched along and finally dissipated with neither side commenting on the reasons why. Prior to Sand Mountain's offer, the city of Grants Pass reportedly had first rights to buy the property for $245,000. The city's offer contained contingencies, including indemnifying the city for future cleanup costs due to concerns about buildings containing lead-based paint as well as requesting that the feds perform additional environmental tests. After the city detailed its contingencies in a letter, the Forest Service rejected the offer with no public comment. The effort to obtain the property was spearheaded by then-mayor Mike Murphy, who envisioned a number of community uses including a museum to honor the logging and mining heritage. Due to its historic nature, Murphy also was interested in protecting the property from potential developers. His concern is not theoretical: Despite its historic status, the property is not immune to redevelopment. A city plat shows K Street could be extended through the middle of it, thus creating as many as 24 buildable lots (assuming the current structures are torn down first). An organization called Peace Production is also interested in preserving the property and recently announced it is seeking partners and raising money with the hope of purchasing the property to keep it away from developers. Mayana Kingery, a co-founder and the administrator of Peace Production, said her organization is attempting to keep the land off the auction block and is hoping to convince the Forest Service to sell the property to them for its appraised value. "We're not asking for it to be donated, we just want to preserve it," Kingery said. Another interested party is Grants Pass resident Toni Webb, who specializes in Internet marketing and has twice unsuccessfully run for county commissioner. Webb is interested in seeing the property used for low-income housing, although she is concerned about the level of any contamination that may remain. City officials said a Forest Service assessment found pentachlorophenol (a wood preservative and pesticide) and lingering contamination from asbestos in addition to lead-based paint. "I would like to see the Forest Service completely clean up the area and have it certified by the EPA or any other applicable agencies before they put it up for auction," Webb told the Daily Courier. "Until the important environmental issues are answered to my satisfaction, I won't be pursuing this property myself or putting together an investment group," she said.
