Monte Mendenhall, spokesman for Pacific Power, said a crew has responded to the substation after the power disruption at 3:43 p.m. Power was still out to 4,600 customers at 8 p.m. He said it still isn’t clear when electricity would be restored because technicians were trying to determine the extent of damage to the circuit breaker. "We'll be working through the evening to restore service," Mendenhall said. Usually crews can shift loads to another circuit but were unable to do so for this outage, he said. "Sometimes we have a problem with a circuit breaker and sometimes we can't switch them," Mendenhall said. This is at least the second time starlings have caused damage at the Sage Road substation, he said. Power will be restored to certain areas of northwest Medford throughout the evening. This is the second major outage in Medford this summer. A power outage during a severe windstorm on July 7 knocked out electricity to 7,000 Pacific Power customers. Medford police Sgt. D.J. Graham said the power outage knocked out signals in a wide area, including major streets such as McAndrews Road and Highway 99. Traffic signals in downtown Medford were out and a backup generator was needed to keep power flowing to the Jackson County Jail. No accidents were reported by 5 p.m. and motorists appeared to be following the basic rules of the road in these situations, he said. “We’ve been pretty lucky so far,” Graham said.
