The accident happened at about 4:49 p.m., Oregon State Police reported.White City resident Rodger C. Kelm, 58, was driving southbound on the highway near milepost 15 when his 1980 Ford pickup became disabled. Kelm pulled over to the shoulder and parked with his emergency flashers on. The vehicle's left wheels were about two feet over the fog line in the right southbound lane. Witnesses reported approaching traffic was able to move over to the left lane and move past the stalled pickup without incident. A 1999 Dodge pickup driven by Selma resident Frank B. Rossi Jr., 43, failed to move into the left lane and smashed into the left side of the Ford's rear bumper. Both vehicles came to rest in the right southbound lane and shoulder. Rossi was not wearing a seatbelt and had to be extricated by personnel from Rural/Metro Fire and the Illinois Valley Fire District. The Dodge's passenger, 17-year-old Raevin Rossi, was wearing a seatbelt. Both were transported to Asante Three Rivers Medical Center with non life-threatening injuries. Kelm declined medical transport. OSP cited him for driving without a license or insurance. Police said the case would be reviewed to see whether Rossi should be cited, too. The Josephine County Sheriff's Office and Oregon Department of Transportation also responded to the scene. One lane of the highway was closed for about two hours.
