I know the majority of the archery tags went to out-of-towners and now I see the ranch is going to host 16 kids over its Christmas youth hunts. And who knows how many of them are going to be out-of-towners. Why doesn't the department weigh its drawing so the majority of the tags stay for local kids? — M.L.,  Medford The hunts you're talking about are the Access and Habitat Program hunts which that arm of the ODFW has under an agreement with the C2 Ranch near Lakview, which is prime big-game habitat. These hunts have been offered through the A&H Program the past several years. Under an agreement with the C2 Ranch, the program provides about $9,000 worth of habitat-improvement work on the ranch in exchange for three public-access hunts. In exchange, the ranch hosts the youth rifle deer hunts as well as spring youth turkey hunts and a fall deer archery hunt for adults. That $9,000 comes from a pool of money collected via a $4 surcharge on every hunting license sold in Oregon. "Everybody in Oregon is contributing, so everybody in Oregon has a chance to participate," says Vince Oredson, an ODFW biologist who oversees the C2 hunts. For locals, playing fair with the rest of Oregonians comes with a price. The fall archery hunts drew 303 applications statewide, and two of the six winners were locals. In the upcoming youth deer hunts, only 20 kids put in for the 16 one-day guided deer hunts on the ranch, Oredson says. Eight of those 16 kids chosen in Monday's lottery are from Klamath Falls, while four are from Medford, three are from Eagle Point and one is from Central Point, Oredson says.
