Michel Marie Holloran-Marshall, 52, is to hear her sentence on the charge of federal program fraud in Medford's U.S. District Court on Feb. 15. She admitted Wednesday in District Court to stealing at least $5,000 in federal money administered by the Sheriff's Department between July 2001 and May 2004. Federal prosecutors allege that Holloran-Marshall stole $80,000 from the department's traffic school and victim's impact panel for drunken drivers. However, the amount will be argued at her sentencing hearing. She faces a maximum sentence of 10 years in prison and a $250,000 fine. An eight-year employee of the Sheriff's Department, Holloran-Marshall was an administrative assistant who counted money in the cash register, made bank deposits and managed the property control division. She was arrested in May 2004 about a week after another department secretary alerted Sheriff Mike Winters to an apparent accounting discrepancy. Winters ordered an audit, and Oregon State Police initiated the resulting investigation. The FBI took over because the Sheriff's Department receives more than $10,000 per year in federal funding, including timber proceeds and grants for traffic safety programs. A federal grand jury indicted Holloran-Marshall in October last year. Holloran-Marshall initially was placed on administrative leave but resigned shortly after her arrest.
