Oregon Road Conditions & Cams Email Story to a Friend December 21, 2005 Medford loses another from Planning Department By MEG LANDERS Mail Tribune Jennie Quayle resigned Friday as administrative support technician at the Medford Planning Department, making her the eighth person to leave the 19-member department this year and the 18th in five years. Quayle had been with the department seven months. Attempts to reach her for comment were unsuccessful. Planning Director Rob Scott would not disclose Quayle’s reason for leaving but said she left on good terms. "She basically said she appreciated the opportunity to work with us," he said. Many former employees have told the Mail Tribune they left the Planning Department because of mismanagement, low morale and high stress. When the Mail Tribune asked Medford City Attorney John Huttl for a copy of Quayle’s resignation letter, Huttl declined, saying it was "information of a personal nature" and would be "an unreasonable invasion of privacy." Advertisement But Jack Orchard, attorney for the Oregon Newspaper Publishers Association, said resignation letters from public employees are public record. He said there’s an exemption of the public records law that allows the city to withhold portions of the letter if they contain personal information. The city cannot, however, withhold the entire letter, he said. The Mail Tribune has asked District Attorney Mark Huddleston to rule on whether Quayle’s letter should be released as a public record. He expects to make his decision sometime this week. Scott has attributed Medford’s high growth rate and the department’s heavy workload to stress and high turnover among planning staff. Two new assistant planners were hired last week pending background checks, said Elizabeth Mier of the city’s human resources department. The city is soliciting for two more planning positions, said Scott. After those are filled, two vacancies will remain: Quayle’s job and the position held by planner Jim Maize, whose last day at work is Jan. 20.
