A playground, ball fields, dog run, picnic area with cooking facilities and basketball and tennis courts are envisioned for a 27-acre parcel next to the White City library on Avenue C. The White City Charitable Foundation received a $25,000 grant this year from the Oregon Community Foundation to create architectural plans for the park. The planning is a collaborative effort between the charitable foundation, White City Urban Renewal, White City Community Improvement Association, Cascade Community Pool and White City Youth Against Drugs. The urban renewal district owns the property — valued at $3.5 million — but has no funds to build a park, said director Dave Abbott. But partners will seek more grants to put in the park, which residents have indicated is a priority for the past 15 years, said Loretta Livaudais-Mapes, treasurer for the charitable foundation. "It's really a community effort," she said. Advertisement In addition to the grant, the charitable foundation and community improvement association have promised a combined $25,000 toward the design effort, Livaudais-Mapes said. No time frame has been set for the building of the park, which likely would be accomplished in several phases. The urban renewal board would have to formalize an agreement once plans were presented, Abbott said. "It's kind of a distillation process, but we want the community to be involved in it," Abbott said. The proposed park location is needed because it occupies the center of White City's new housing, Livaudais-Mapes said. The charitable foundation previously spearheaded White City's skate park, but the new site would accommodate many more residents, she said.
